تدوین راهبرد پژوهشی سازمان اسناد و کتابخانه ملی ایران (1394 تا 1399)

چکیده

هدف: تدوین راهبرد پژوهشی سازمان اسناد و کتابخانه ملی ایران با هدف رفع معضلات و چالش‌های پژوهشی و توسعه پژوهش برای سال‌های 1394 تا 1399.
روش‌شناسی: پژوهش حاضر از نوع کیفی است که با استفاده از فن دلفی و مصاحبه انجام شد. داده‌ها با روش‌های سوات و PESTLE تجزیه و تحلیل و از مدل برنامه‌ریزی راهبردی "برایسون" برای تدوین راهبرد استفاده شد.
یافته‌ها: وضعیت پژوهش از حیث فرصت‌های موجود در محیط بیرونی سازمان نسبتاً خوب و از نظر ضعف‌های موجود در محیط درونی نسبتاً بد ارزیابی شد. ذی‌نفعان پژوهشی درونی و بیرونی توان‌مندی‌های پژوهشی گسترده‌ای در اختیار سازمان قرار می‌دهند که می‌تواند دستمایه همکاری‌های پژوهشی و ایجاد شبکه‌های گسترده ارتباطات علمی در جهت اهداف سازمانی باشد. فلسفه وجودی پژوهش در سازمان، پشتیبانی علمی از عملیات و خدمات تخصصی صفی و ستادی و تطابق آنها با دانش، استانداردها، و فناوری روز، و کمک به رشد و توسعه دانش ملی در حوزه‌های مرتبط است.
نتیجه‌گیری: برای "توسعه شبکه ملی دانش" و "تبدیل شدن به هاب ملی دانش"، برگرفته از سند راهبردی اصلی سازمان، لازم است در فعالیت‌های پژوهشی، ضمن پوشش همه عملکردهای ستادی و صفی داخلی، با هدف "تقویت انسجام درونی" و "حفظ جایگاه مرجعیت" سازمان، از فرصت‌های بیرونی نیز برای ترمیم ضعف‌های درونی بهره‌برداری شود.

چکیده [English]

Purpose: To report research strategy development process for the National Library and Archives of Iran (NLAI) in order to cope with research challenges and problems and extend research activities for the years 2015 to 2020.
Methodology: This qualitative research adopted Bryson Model for strategic planning and used Delphi technique and interview to gather data needed for SWOT and PESTEL analysis.
Results: The research situation has been evaluated relatively good in terms of external opportunities and relatively weak in terms of internal environment. Internal and external research stakeholders provide research potentials to library which can be used to facilitate the establishment of extensive research cooperations and broaden the network of scientific communications in line with library goals. The research objectives in NLAI are supporting scientific research of line and staff operations, conforming the research to up-to-date knowledge, standards and technology and to contribute to national knowledge improvement in the relevant fields.
Conclusion: According to NLAI’s strategy plan, to develop "the national network of knowledge" and to become "the national hub of knowledge", it is necessary for research activities to cover all line and staff operations to strengthen internal cohesion and preserve the authority position, as well as get advantage of external opportunities to overcome internal weaknesses.
