Purpose: In the 21st century, knowledge management is recognized as a key pillar of sustainable development across various sectors, including agriculture. Given the strategic importance of wheat in Iran’s national food security and the pivotal role of the Seed and Plant Improvement Institute in this domain, the present study aims to design a localized and nationally adapted conceptual model for establishing and managing a knowledge management system in the wheat sector. This system is intended to enhance productivity, facilitate knowledge exchange, consolidate agricultural information, and empower stakeholders. The study also responds to national legal and strategic mandates, particularly Article 22(c) of the Law on Increasing Agricultural Productivity, which emphasizes the need for institutionalized knowledge systems in agriculture. The model is designed to address the challenges of fragmented data, limited access to research outputs, and the lack of integrated knowledge-sharing platforms in Iran’s agricultural sector.
Method: This research adopts the System Analysis and Design methodology, which is particularly suitable for life-critical and mission-oriented systems. The research process includes identifying key stakeholders across the wheat value chain, conducting structural analysis of system requirements, designing a conceptual model, and presenting functional decomposition diagrams for knowledge resources, knowledge organization systems, ICT infrastructure, and organizational structure. The model integrates several theoretical frameworks, including the SECI model by Nonaka and Takeuchi for knowledge conversion, the organizational learning model by Crossan et al., and the knowledge-sharing framework by Sriratanaviriyakul and El-Den. The system development life cycle (SDLC) and tools such as decision trees and functional decomposition diagrams were used to visualize and analyze the system’s components and relationships.
Findings: The findings indicate that establishing a knowledge management system in the wheat sector requires precise identification of stakeholders (including farmers, researchers, extension agents, policymakers, processors, and market actors), analysis of knowledge resources (both tacit and explicit), development of knowledge organization systems (such as thesauri, ontologies, and subject headings), provision of ICT infrastructure (including hardware, software, portals, and networks), and redesign of organizational structures. The SECI model serves as the core theoretical framework, outlining the transformation of internal and external knowledge through four stages: socialization, externalization, combination, and internalization. These stages are applied to the wheat sector and illustrated through graphical models. Additionally, network-based stakeholder interaction and systemic requirements are analyzed using structural diagrams, highlighting the dynamic flow of agricultural knowledge across institutions and actors. The model also emphasizes the importance of aligning knowledge management strategies with national agricultural priorities and institutional capacities.
Conclusion: By presenting a localized and systematic conceptual model for knowledge management in the wheat sector, this study makes a significant contribution to improving productivity, integrating agricultural knowledge, and empowering stakeholders. The proposed model can serve as a foundation for developing similar systems in other agricultural domains. It is recommended that policymakers, executive institutions, and research centers adopt this model to implement knowledge-based systems for other strategic crops, thereby leveraging Iran’s indigenous and specialized knowledge for sustainable national development.
