Purpose: In today's rapidly evolving and increasingly complex organizational environment, knowledge management has become a critical enabler of effective decision-making and improved organizational performance. One of the major challenges organizations face is managing information and knowledge embedded in work processes, particularly when project and work request management tools provide limited support for knowledge integration. This study proposes an integrated framework to enhance information and knowledge flows by leveraging the capabilities of Jira and Confluence.
Method: This applied qualitative study employed an inductive–deductive approach using a case study in a technology-oriented organization. Data were collected through analysis of Jira documentation, organizational processes, team interactions, system reports, and log files. A comparative review of similar organizations was also conducted to improve the validity of the findings.
Findings: The proposed framework organizes organizational knowledge management into three dimensions: knowledge identification and acquisition, identification of knowledge bottlenecks, and creation of new knowledge. It emphasizes documentation, identification of knowledge gaps, and integration between Jira and Confluence. The framework incorporates intelligent knowledge recommendations, automatic retrieval of relevant knowledge, and mandatory references to existing knowledge assets. Furthermore, key performance indicators were defined to evaluate productivity, collaboration, problem-solving quality, knowledge sustainability, and user participation.
Conclusion: Integrating Jira and Confluence enhances organizational knowledge flow, productivity, and collaboration. However, successful implementation depends on high-quality knowledge assets, a well-defined knowledge management strategy, an organizational knowledge-sharing culture, and effective system integration. Organizations should therefore complement technology adoption with employee training, stronger collaboration, and knowledge-oriented practices to maximize organizational value creation.
