National Library and Archives of Iran: A Metadata Transition toward Semantic Integration

Abstract: Metadata developments have brought information organization into a new phase. The expansion of entity-based environments and linked data has highlighted the need to rethink metadata architecture and move toward semantic integration. This editorial argues that the key issue for the National Library and Archives of Iran is not whether to abandon IranMARC, but rather how to position it within a broader, interoperable, and modular metadata architecture. In such an architecture, a shared layer for identifying and linking entities such as persons, organizations, places, and events is coordinated with domain-specific application profiles for library, archival, and, where needed, museum data, without requiring the conceptual models or descriptive rules of these domains to be made uniform. From this perspective, semantic integration does not mean standardizing all data into a single model; rather, it involves identifying and linking shared entities, establishing explicit relationships, and enabling data mapping and exchange while preserving the domain-specific logic and meaning of each sector. Experience from selected national libraries and international frameworks suggests that such a transition can be achieved through the controlled coexistence of legacy and emerging structures, together with mapping, conversion, and gradual development. Accordingly, the editorial emphasizes the need to audit existing data, conduct gap analyses, develop a coordinated family of application profiles, build on indigenous knowledge-organization assets, implement measurable pilot projects, establish metadata governance, and participate actively in the development of international standards. It concludes that the future of information organization in Iran depends less on changing formats than on moving from record management toward the governance of a modular metadata architecture built on authoritative data, persistent identifiers, and explicit relationships.
