In this paper the history and concept of IL is discussed along with an analysis of the required features and capabilities for information literates as effective factors on the development of IL. Then the paper takes an analytical approach to the role and functionality of members of faculty, librarians, university libraries, and information and communication technologies on the promotion of students’ IL based on different literature, with the emphasis on information literacy standards for higher education. These factors have axiomatic influence on the promotion of students’ IL.
