مدل خرابکاری دانش در سازمان‌های دولتی؛ رویکرد ساختاری تفسیری

چکیده

هدف: امروزه، رفتار انسان‌ها تا حد زیادی غیرقابل پیش‌بینی است و تحت تأثیر عوامل مختلفی نیز قرار دارد. سازمان‌ها همواره با افرادی مواجه هستند که با وجود سعی و کوشش مدیریت سازمان‌ها برای بهینه‌سازی دانش درو‌ن‌سازمانی و ایجاد محیطی دانش‌محور با پیشرفت و رشد پایدار برای کارکنان، موجب ایجاد انحرافات و رفتارهای ویرانگری در سازمان می‌شوند. وجود این افراد با رفتارهای ویرانگری می‌تواند موجب کاهش بهره‌وری سازمان و سایر کارکنان شود. یکی از این انحرافات رفتاری که امروزه میان منابع انسانی وجود دارد و آسیب‌های زیادی را به پیکره‌های سازمان وارد کرده است با عنوان «خرابکاری دانش» شناخته می‌شود. این پژوهش با هدف طراحی مدل خرابکاری دانش در سازمان‌های دولتی با رویکرد ساختاری تفسیری انجام شد.
روش: پژوهش حاضر از نظر هدف، کاربردی و از حیث ماهیت و روش، توصیفی پیمایشی است. جامعۀ آماری پژوهش، مدیران ارشد و متخصصان حوزۀ منابع انسانی سازمان‌های دولتی استان لرستان هستند که تعداد 30 نفر از آنها با استفاده از روش نمونه‌گیری هدفمند انتخاب شده‌اند. مدیران سازمان‌های دولتی به‌دلیل جایگاه کلیدی‌شان در فرایندهای تصمیم‌گیری و متخصصان منابع انسانی، مدیریت اطلاعات و مدیریت دانش، بهترین انتخاب برای بررسی الگوی خرابکاری دانش محسوب می‌شوند. ابزار گردآوری اطلاعات در بخش کیفی مصاحبه و در بخش کمّی پرسشنامه است که روایی و پایایی آنها با استفاده از روش محتوایی و روایی نظری و پایایی درون‌کدگذار و میان‌کدگذار تأیید شد. در این پژوهش، داده‌های کیفی با روش تحلیل محتوا و با نرم‌افزار Maxqda بررسی شدند و در بخش کمّی از روش مدل‌سازی ساختاری تفسیری  ISMاستفاده شد.
یافته‌ها: یافته‌های پژوهش مشتمل بر شناسایی ابعاد و مؤلفه‌های اثرگذار بر خرابکاری دانش در چهار محور بسترهای شکل‌گیری خرابکاری دانش و عوامل مداخله‌جوی خرابکاری دانش به‌همراه ابعاد و پیامدهای آن است.
نتیجه‌گیری: نتایج نشان داد پیاده‌سازی خرابکاری دانش، کاهش کارایی تصمیم‌گیری مدیریتی، افزایش هزینه‌های اجرایی و زمانی، تضعیف نوآوری و بهبود مستمر و کاهش سرمایۀ اجتماعی سازمان را به‌دنبال خواهد داشت.

چکیده [English]

Purpose: Human behavior is often unpredictable and influenced by diverse factors. Organizations frequently encounter individuals who, despite management efforts to optimize knowledge sharing and foster a knowledge-based environment that ensures sustainable growth and employee development, engage in disruptive and destructive behaviors. Such behaviors negatively impact organizational productivity and employee performance. One critical form of behavioral deviation causing significant harm to organizational structures is known as knowledge sabotage. This study aims to develop a knowledge sabotage model specifically for government organizations using an interpretive structural modeling (ISM) approach.
Method: The present study is applied in terms of purpose and descriptive survey in terms of nature and method. The statistical population of the research is senior managers and human resources managers of government organizations in Lorestan province, 30 of whom were selected using purposive sampling. The data collection tool in the qualitative part is an interview, and in the quantitative part, it is a questionnaire, whose validity and reliability were confirmed using the content and theoretical validity method and the intra-coder and inter-coder reliability. In this study, qualitative data were analyzed using the content analysis method and Maxqda software, and in the quantitative part, the interpretive structural modeling method and ISM software were used.
Findings: The study identified the dimensions and components influencing knowledge sabotage within four main categories: contextual factors for knowledge sabotage formation, intervention factors affecting knowledge sabotage, its various dimensions, and its consequences.
Conclusion: The findings reveal that knowledge sabotage leads to reduced managerial decision-making efficiency, increased administrative and time costs, diminished innovation and continuous improvement, and a decline in the organization's social capital.
