بازاندیشی در کارکرد کتابخانه‌های عمومی از منظر حوزه عمومی یورگن هابرماس

چکیده

هدف: شناسایی عوامل پیش روی تبدیل کتابخانه‌های عمومی به مراکز اجتماعی هدف این پژوهش است، این که کتابخانه‌های عمومی چگونه می‌توانند بر اساس نظریه‌‌ حوزه‌ عمومی یورگن هابرماس، به‌عنوان مکانی برای استفاده‌ دائم و روزمره و محلی برای ملاقات شهروندان با یکدیگر، اظهارنظر و کسب اطلاعات و معلومات در زمینه‌های گوناگون تبدیل شوند.
روش: این مطالعه به‌روش کتابخانه‌ای و با رویکردی تحلیلی انجام شد. متون مربوط به کارکردهای اجتماعی کتابخانه‌های عمومی، مطالعات موجود در حیطه‌ کتابخانه‌های عمومی و حوزه‌ عمومی و ارتباط بین این دو مفهوم، مرور شد. برای اطمینان از انجام جست‌وجوی دقیق، از تکنیک زنجیره‌ استنادی نیز بهره‌جویی شد، به ‌این معنا که پس از بازیابی پژوهش‌های مرتبط، و بارگیری و مطالعه‌ آن‌ها، با مراجعه به فهرست منابع هر مقاله، چنانچه مآخذی بنا به هر دلیلی در پایگاه‌های اطلاعاتی بازیابی نشده بودند، با جستجوی عنوان مقاله و نام پژوهشگر(ان) جستجو، بازیابی و بررسی شد.
یافته‌ها: چشم‌انداز حوزه عمومی در کتابخانه‌ها می‌‌تواند بر نحوه‌‌ مشروعیت‌بخشی به مسائل و امور اجتماعی، و از راه‌های عادلانه محقق شود. یک چارچوب حوزه عمومی، قادر است به‌عنوان روشی مؤثر برای بیان ارزش‌ها و جایگاه سیاسی و اجتماعی این کتابخانه‌ها استفاده شود. کتابخانه‌های عمومی می‌توانند سه عرصه‌ گفتمانی شامل حاکمیت، مشروعیت‌بخشی، اشتراکات و یکپارچگی در حوزه عمومی را نمایش دهند. این عرصه‌ها قادر خواهند بود که ارتباطی دوسویه بین کتابخانه و جامعه برقرار نمایند. مرور مطالعات انجام‌شده نشان می‌دهد که پژوهش‌های مربوطه را می‌توان به دو دسته‌‌ موضوعی تقسیم کرد: ۱) ادبیاتی که چگونگی عملکرد کتابخانه‌ها به‌عنوان زیرساخت حوزه عمومی را بررسی کرده‌اند؛ ۲) ادبیاتی که کتابخانه‌های عمومی را یک حوزه عمومی سنجیده، اگر انتظار داشته باشیم که کتابخانه در هیاهوی نفوذ شبکه‌های اجتماعی، مشکلات و معضلات زندگی، همچنان بتواند جامعه‌ بالفعل را حفظ، و جامعه‌ بالقوه را به خود جذب کند، باید توانایی نفوذ به بطن زندگی مردم را در خود پرورش دهد، تا جامعه را جزئی لازم برای بقای خود بدانند.
نتیجه‌گیری: بر اساس یافته‌ها، لازم است قبل از اینکه کتابخانه‌های عمومی به‌صورت عملیاتی و کاربردی، با کاربست نظریه حوزه عمومی یورگن هابرماس به مراکز اجتماعی تبدیل شوند، نخست از‌لحاظ نظری و پژوهشی، مطالعات متمرکزی انجام شود و به یک الگوی واحد و مشترک دست یافت، سپس بر اساس آنچه که به‌دست‌آمده یک مدل عملیاتی ارائه شود تا در نهایت، کتابخانه‌های عمومی به مکانی برای استفاده‌ دائم، روزمره و محلی برای ملاقات شهروندان با یکدیگر و همچنین برقراری ارتباط، تبادل عقیده، به اشتراک‌گذاری اطلاعات، اظهارنظر، کسب اطلاعات، معلومات و دانش در زمینه‌های گوناگون تبدیل شوند.

چکیده [English]

Purpose: This study examines one of the factors leading to the transformation of public libraries into a social center. It explores how public libraries could become a place for frequent and daily visit for citizens to interact, receive information, and develop knowledge.
Method: The literature of social functions of public libraries and the literature of Public Sphere as proposed by Jürgen Habermas was reviewed. To ensure thoroughness of the review, citation chain technique was used, i.e. each relevant items retrieved was also checked for its citations. If the cited item was not found in databases, it was searched by title and the author name.
Findings: Public Sphere perspective in libraries can be realized in a way that legitimizes social issues and affairs. A public sphere framework can  demonstrate their values and socio-political status. They can offer three areas of discourse, namely, governance and management, legitimation, and commons in the public sphere, as such to establish a two-way communication between the library and the community. The public sphere perspective in libraries can focus on how to manage and establish the legitimacy of public libraries through socially equitable means. A public sphere framework may provide an effective way to express the political and social value of public libraries. Public libraries can offer three areas of public discourse. The three areas connect the library to their community.  Review showed that research in the area could be divided into two thematic categories. The first one examine how libraries function as public sphere infrastructure, the other one examines public libraries. If we expect the library to continue to maintain an actual community, and to attract the community in the time of pervasiveness of social media, it must develop the ability to penetrate the heart of people's lives. As a necessary component for their survival.
Conclusion: Before public libraries become part of the public sphere, research should be conducted to develop a single model.  An operational model is needed then for navigating to proceed. To turn the library to a place for daily use and a place for citizens to meet each other and communicate.
