Ethical Considerations in Reporting Research Findings
The purpose of this research was to evaluate the kinds of behavioral difficulties related to publishing the findings of research, along with the way of fixing them. The methodology was library research. The paper explains the main categories associated with the ethics of publishing the findings of research from the time of sending the manuscript to the magazine to the time of publication including: the objectives of the scientific magazine, the chief editor, referees and the way of giving names in the articles. In addition, the topics related to moral misbehaviour like plagiarism, secondary publication, conflict of interest etc. have been discussed. The paper attempts to explain each of the mentioned topics referring to the definition, process, duties of each of the members, identifying moral misbehaviour and behavioral difficulties along with the way of fixing them. The compilation of a draft about the ethics of publication, applicable to all the research institutes and organizations, has been suggested.

Towards Globalization of the Persian Literature: An Overview of PersianLiterature Websites in the Internet
This research aims to evaluate the way of presenting information about Persian literature on the internet. To do this the method of survey with a webometrics approach was applied. The criteria used for evaluation of these web pages are: frequency of Persian literature websites, period, formats of literary texts, language, type of content and extension.The findings show that the number of specialized websites is more than that of general ones; the number of websites about classical literature is more than modern literature and the websites about the format of verse are more compared with prose. Although most of the retrieved websites include full-text information, Persian literature is not included in these websites. Implementing a project to digitize Persian literary texts and their accessibility through the internet is one of the solutions for improving the status.On the whole, the number of websites about Persian literature is very low. Comparison of the findings of this research with an unpublished one in 2004 indicates that the number of such websites decreased in 2008.

Towards Learning Critical Thinking
Information and communication technologies make access to information easy. Access to information alone is not useful, analysis and the way to make use of the information are of high importance. Information-based critical thinking is about decision-making, analysis and the application of information which enhances knowledge production through presenting new theories. Basically critical thinking is logical and deep thinking in which information is the main element. This paper explains the importance and necessity of improving critical thinking. Then through the evaluation of different literatures, discusses the specifications and skills of critical thinkers, their capabilitiesand possible obstacles to the process. Content Analysis of the World'sBest Scholarly Journals
This research aimed to evaluate the status of international scientific journals. The study population was a collection of the publications of Journal Citation Reports (JCR) published by the Institute for Scientific Information (ISI) in 2005 which is more than 6,088 journals. This paper explains the differences between the journals of the study population and journals of ISI. It then investigatespublishers, the status of scholarly papers and review articles, impression, range of the papers, impact factor and immediacy index of the journals assessed. The research showed that 30 percent of the journals of JCR belongs to the United States of America then follows England (21%), the Netherlands (9%) and Germany (7%). The impact factor of half of the journals is between 0 to 1 and 75% of the journals have an impact factor of 0 to 2. Immediacy index of 94% of the journals is between 0 to 1. The number of papers of the scholarly journals doesn’t follow a special standard. 3% of all the documents include review articles. English is the most frequently used language and.65% of the journals of JCR belong to 79 publishers

A Bibliometric Study of “Informology Quarterly”
This research is a bibliometric study of the articles published in Informology Quarterly (Faslname Etelashenasi) from the beginning to the last issue (No.19) in spring of 2008. The findings show that 159 articles were published which cited 1,643 Latin sources (non-Persian and Arabic), 698 Persian and 669 internet resources. From 159 articles, 114 ones were written, 14 were translation, 18 were reports and 13 were book reviews. Narges Neshat and Abbas Horri are the authors who have the most articles and other types of writings published in the magazine. In addition, Hamid Keshavarz is the most active translator who has 2 articles in the magazine. 119 researchers are from Tehran province. Most of the authors have M.S. (Master of Science) in Library and Information Science.

Content Analysis of Papers Published in the
“Ganjine-ye Asnad Quarterly”
The purpose of this research was content analysis of the papers published in historical research and archival studies in "Ganjine ye Asnad quarterly". The methodology of the research was content analysis which is one of the research methods for qualitative research. The study population was the papers in the journal from issue 1-69, consisting of 309 titles. 20 categories were considered for the content analysis of the papers. From 309 papers, 34 are associated with archival studies and 275 are historical research. The assessment of the authors’ perspectives showed that in the topic of archival studies the research priority is "organization of documents". Then come archive history, information and evaluation. The main topic of 80 papers in historical research is the study of biographies on Muslim scholars which is estimated about 25.88 percent. Therefore the “Ganjine ye Asnad” quarterly is a valuable resource on political statesmen and notables.

An Analysis of the Effective Factors on the Development of InformationLiteracy in Higher Education
Advancement of communication and information technologies and their impact on the different aspects of life especially in higher education has made acquiring information literacy (IL) skills necessary in a knowledge-based society. In this paper the history and concept of IL is discussed along with an analysis of the required features and capabilities for information literates as effective factors on the development of IL. Then the paper takes an analytical approach to the role and functionality of members of faculty, librarians, university libraries, and information and communication technologies on the promotion of students’ IL based on different literature, with the emphasis on information literacy standards for higher education. These factors have axiomatic influence on the promotion of students’ IL.

Library Service: the Missing Link inElectronic Educational Programs in Iran
Today electronic education is considered as one of the kinds of formal education in Iran. Annually more and more universities hold their educational courses virtually with the advancement of the institutes of electronic education in the country. Most people pay special attention to teaching methods in virtual world but they don’t pay enough attention to library services and to providing students with information resources. Hence one of the greatest barriers to virtual education is the lack of library facilities and services. This paper debates the importance of designing library and information systems for electronic educational programs. The study population is the students of electronic courses in the University of Shiraz. The methodology was survey research and the data collecting tool was a questionnaire. Findings of the research showed that 78.3 percent of the study population believed that library services were of high importance as one of the decision support systems in virtual education.

Collection Development Policies in Central Librariesof Iranian Universities
This research aimed to evaluate and compare the status of the collection development policies and identify problematic factors in applying the policies in university libraries in Iran. The methodology was a descriptive survey. The study population was central libraries of the universities supervised by the Ministry of Science, Research and Technology and the Ministry of Health and Medical Education. The data collection tool was a questionnaire. The findings show that 18 libraries (54.4%) of central libraries of the universities supervised by the Ministry of Science, Research and Technology have a written policy, 7 libraries (21.2%) have an oral policy and 8 libraries (24.2%) lack a collection development policy. While 5 (17.9%) of the central libraries of the universities supervised by the Ministry of Health and Medical Education have written policy, 14 libraries (50%) have an oral policy and 9 libraries (32/1%) lack any collection development policy. The problems of collection development policies can be divided into two categories:1. The problems related to the compilation of the policy2. The problems of applying the policy

Information Clustering
Clustering is a process of organizing objects into groups whose elements are similar to each other. A cluster is therefore a collection of objects which are similar to each other and dissimilar to the objects belonging to other clusters. The goal of clustering is to quickly access interconnected information and identify logical relationships between them. Clustering algorithms can be applied in many fields. As clustering results would be affected by the number of terms used, various experimental methods are used to find the approximate number of terms expected to produce a balanced distribution of data among clusters, and set upper and lower boundaries for the clustering algorithm. One of the applications of clustering is the organization of thesauri. The main objective of this paper is to have an accurate and appropriate explanation of the information clustering concept and its application in thesaurus structure. This research utilized library study to explain effective information clustering methods and their application in thesaurus structure. Some of the main methods of clustering are cliques clustering, single link, star and string clustering. The findings show that utilization of appropriate algorithms and useful methods of information clustering play an important role in optimum thesaurus organization

A Cybernetic Approach to the Procedures of Peer- Reviewing inScholarly Journals
Cybernetics is the interdisciplinary study of the structure of regulatory systems. It is equally applicable to physical and social systems. Cybernetics describes the complex phenomena of the world, analyzes the relationships between a phenomenon with other phenomena of the environment then evaluates the methods of controlling them. Different sciences have taken advantages of cybernetics to explain the structure of plain and complex systems. This paper attempts to evaluate cybernetics and its elements and have a cybernetic approach to the procedures used in peer-review of the papers of scholarly journals. Simulation of peer-review with cybernetic systems indicates that this system has the main features of cybernetic systems. Adaptation of peer-review procedures in scholarly journals with cybernetic systems concerning the three elements of control, relationship and feedback can improve the functionality of these systems

Librarians in the Information Society of Tomorrow
An information society is the result of the development of information and communication technologies. It is a multi-faceted society in which all members are in need of information. In this society information is acquired by research. Users face new information needs. The objectives and roles of libraries have gradually changed. New information professions acquire high significance and the traditional roles and skills of librarians will be replaced by new skills. Therefore they attempt to promote their professional skills based on the changes of the technologies. This paper explains the information society and its features and evaluates professional approaches to it. Then introduces new jobs entitled hyperjobs. The role of librarians in the future and their professional specifications in the near future are also discussed.

A Decade of Library Conferences at Iran's Organisation for Management andPlanning: A Report from Inside
This paper analyzes and evaluates research activities in the field of library and information science. The Congress of Librarians of the Organization of Management and Planning has been held for nine times. All the papers included in the book entitled the proceedings of the congress of librarians of the organization of management and planning were selected as the study population (118 in total). The methodology of this research was content analysis. Also some variables quantitatively taken into account were the number of the authors, the responsibility of the author, level of education, sex, number of Persian and foreign citations, number of pages, methodology of research and geographical distribution. Findings showed that researchers mainly focused on applied researches. The least used methodologies used by authors are: Delphi technique, qualitative research, historical research, system analysis, focus group, center interview, content analysis and comparative librarianship.

نظر مربیان کانون پرورش فکری کودکان و نوجوانان در خوزستان در مورد گروههای سنی مناسب، کمیّت و کیفیت داستانهای واقعی
The purpose of this research was to investigate the viewpoints of instructors of the Institute for the Intellectual Development of Children & Young Adults (IIDCYA) on the age groups, quantity & quality of the real stories available in the CIDCYA libraries in Khuzestan province. The research was a survey of the descriptive type; the data was collected by means of a questionnaire analyzed using SPSS software. The research population consisted of 98 IIDCYA instructors (2007-2008). Results indicated that 33.8 percent of the instructors considered age groups D and E as the best audience for romance fictions; 41.2 percent considered age groups A, B and C suitable for animal stories and 35 percent considered age groups C and D for other kinds of stories. Quantitatively, of 11 types of real stories, 5 have been very weak (46 percent), 4 have been average (36 percent), 1 has been strong (9 percent) and 1 has been very strong (9 percent). Qualitatively, of 11 types of real stories, 8 have been average (73 percent), 1 has been weak (9 percent), 1 has been very strong (9 percent) and 1 has been strong (9 percent). Some suggestions are presented at the end to improve these stories in IIDCYA libraries and enhance the interest of children and young adults in reading real stories.
